This link is different from others. You can actually complete them in one day if you are playing NG+ or above Lv 51.
The fastest way to complete this is definitely using the skill card if you have it but if this is your first play, most probably you won’t have them. Remember to register your persona after fusion so that you can just buy them in NG+.
You need to max out their social link before 12/23.
Location
The twins are inside the velvet room. When they asked if you are done, choose no and then move a little to the side to speak to the twins instead of Igor.
