This is actually a very straight forward and easiest room in the whole game.
Check the machine next to the chair and pull the yellow lever.
Water will start to flow. Check the glass panel on the floor to find a dead shark with its belly pressing against the glass. The letters EDBF is scribbled on it.
Go back to the machine and you will find that there are 6 buttons A to F. Press the buttons EDBF to activate the electric chair.
Check out the table with the bloody cloth over it and get the wrench.
Use the wrench on the cover of what looks like a pot hole on the long pipe to remove the cover. Reach into the hole to get the sun key.
Use the sun key on the chair and the monitor will be activated. Check out the green monitor next to it to resolve the puzzle. Solution shown below.
Now you need someone to take a seat in the chair. Talk to your teammates a few times and someone will take the seat and you will have to solve another puzzle on the green monitor.
The door is now unlocked.
